that this action by the Chinese at Nanking is inflicting a
serious injury upon Hongkong Opium Merchants, but I have
pointed out at the same time that the persons who are
directly affected, and upon whom should devolve the task
of representing to His Majesty's Minister at Peking the
alleged breach of Treaty are the Merchants of Nanking,
and that the Hongkong Merchants should endeavour to take
steps to protect their own interests in a similar method
to those taken by the Merchants of Shanghai, viz.:- by
refusing to sell to the Monopolists. Your Lordship will
observe from the letter of the Chamber of Commerce the
difficulties which they urge in adopting such a course of
action.
I have the honour to be.
Joy Lord,
Your Lordship's most obedient,
humble servant,
Hingars
Governor, &C..
